Given recent awareness brought to the long existing issue of police shooting people without clear cause and seldom with any consequence, I propose that a federal law be passed that makes it illegal for police officers to discharge their firearms without first being shot at themselves. This would help prevent further unneeded lost of life and force police officers to find alternative methods to resolve conflict. It would also eliminate loss of life due to someone having "something in their hand that looked like a gun" as the office would not be able to use their judgement in a time of perceived, but not real, crisis and would solely rely on proof beyond the shadow of doubt that the danger is clear and true.
