Harp 3 has been in the works for over a year but is stuck in the quagmire of legislation waiting to pass. This is bi partisan bill and will help homeowners who pay their mortgages on time but can't refinance under harp 2 because of arbitrary cut off dates, who owns their mortgages or using the first harp program when rates were twice as high as they are now. It will also help the economy which is still sputtering along and could use the lift at no cost to government.
