The bill, H.R. 822, is intended to allow persons who hold a concealed carry permit from one state to also carry anywhere in the country, with the exception of Washington, D.C. Now that Illinois has a Concealed Carry Law (as does Every other State) there is no rational reason to not pass a law that allows Law Abiding Americans to Carry a firearm concealed in any state if we have a CCW permit for our home state.
