This is to help US to get back on track and stop the greed at the highest level of the corporation. No dollar amount for the cap is given because successful companies can afford to pay their employees better than others. It allows the CEO to have the incentive to make the company successful so they can earn more.The cap is not on the owners of the companies but on the highest paid employee.
If the gap difference between the Highest paid worker and the lowest paid worker is at a reasonable distance, more workers can be hired by the monies that are not paid to one individual. Workers can be paid a higher living wage and afford homes, college for their children, monies in the savings, better health as work load burden is lighter as more workers share the tasks.
