Pass a law that demands transparency in the congress. Every time the congress meets it must be broadcasted.

This law will force all acts by pubic figures that are making decisions that effect the public, mostly speaking about when in congress, to publicly broadcast their meetings. This should limit the midnight bills that no one else wants from being past.
