Pass the law of gender equality, meaning, all 50 states should allow women to decide if they want to go topless or not.

I and a lot of other Americans think it's wrong for the law to decide what women should do with their bodies and appearance, men are allowed to walk freely topless, so why aren't women? I'm not saying women have to walk everywhere topless, but if a women wants to go out topless because its hot, there shouldn't be any restrictions, as there are not for men. Female and male breast are almost entirely made of the same things.
