Pass a law to make it mandatory to call 911 if some one is in need of help, dying or is dead.

I am a mother and lost my son because everyone refused to call 911 and was left on the floor for almost 2 days before they decided to call 911. They knew there was no law requiring that you do not have to call 911. An attorney said it is your moral duty to make that call but it is not the law. I want to change that! I want a law where 911 must be called to report some one in need of help and to report a death immediately. Failing to do so could result in either some jail time or a hefty fine. Making a 911 call does not mean you have to administer CPR or anything else, just making the call could save some's life.
