Pass a law for more funding for the National Aeronautics and Space Administration

Right now, NASA can advance science, and maybe even do some research into colonizing other planets, but they'll need funding to do it. I am proposing a law that out of every dollar spent by Congress, 1 cent of it goes to NASA. This would give NASA the funding they need to do important research into colonizing space and getting more materials from asteroids other planets.
