Pass a law to reduce Distracted Driving with Cell Phones

To pass laws requiring the cell phone companies to use the GPS system in cell phones to detect when the phone is doing more than 15 miles an hour and to disable the VOICE and TEXTING abilities of the phone until the speed of the phone is below 15 miles an hour. The exception would be for 911 calls. In 40 years of driving I have seen a drunk driver Only on a few occasions. But when it comes to DISTRACTED DRIVERS ON CELL PHONES, I SEE THEM ALMOST DAILY. A distracted driver is almost 4 times more likely to cause an accident than a drunk driver. The Drunk is at least TRYING to avoid other drivers however badly he or she does it. We have the technology to prevent this. It is just a matter of the will to do this. To save lives!!
