We petition the Obama Administration to pass a law requiring the following:

1.) At the conclusion of each fiscal quarter the clerks of the House and Senate shall prepare a tally of all votes taken in their respected houses of Congress.

2.) The clerks of the House and Senate shall prepare a tally of all votes cast by each Member and calculate the percentage of total votes taken during the preceding fiscal quarter for which each Member failed to cast a vote.

3.) Each Member of the House or Senate shall refund to the Treasury within thirty (30) days a percentage of the pay they have received equal to the percentage of votes taken for which he or she failed to cast a vote.
