Pass a law stating anytime there is a deficit > 3% of GDP, all sitting members of Congress are ineligble for re-election

Passing legislation that says any time there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligble for re-election accurately and effectively holds those responsible for our obloviated Federal spending responsible for their actions.
