A law forbidding foreign aid regardless of type. No bail outs, no loans, no equipment no surplus military equipment, no technology aid. While the United States has a deficit. Humanitarian aid would not be included in this law but would be limited to supplies, food and medical. The United States should not barrow money to give or loan to a foreign Country.
