to pass a law whereby an American and foreigner must provide proof of 40 hours of counseling before getting a Green Card

We, the American people, petition the Honorable President Obama and his administration to pass into law the requirement of 40 hours of counseling for all U.S. Citizens and foreigners marrying when a Green Card is obtained.

The counseling can be done by a secular counselor or religious person. At the end of the 40 hours of counseling, the counselor will sign off on a piece of paper as to whether the marriage is valid or not. They will looks for signs of exploitation and traffiking.

We believe this would provide a good national security measure and help combat human traffiking. Currently, the United States relies on Immigration Officers to assess the validity of marriages. A better layer of security is having an outside trained counselor or religious person make the assessment.
