Pass a law that would make crimes with assault weapons or explosive devices fall under domestic terrorism.

Under this law, anyone that uses an assault weapon , automatic weapon, or explosive devices (including home made) in such manner as to commit a crime would automatically be considered a domestic terrorist. The purpose of a criminal when they choose to use these weapons is to create fear and terror as well as to cause maximum damage, so in plain logic, the person chooses what the weapon does, the weapon itself has no say in the matter, as it's the author of the crime the one who chooses its purpose. Also, any group affiliated with the criminal use of these weapons (such as drug cartels, or gangs) should be treated as terrorists as well and processed by the federal system and if convicted, have mandatory convictions in terrorist detention centers.
