Pass laws requiring the registration of individuals with or without metahuman powers who wish to fight crime.

With the rise in individuals who assume the costumed or public identity of "super heroes" it falls to the government to begin assuming an active role in the management of said individuals. This will allow them to pursue their chosen vocation while having clearly defined mandates as to the scope and limit of their authority. This will also allow for accountability when said vocation violates established Federal and State civil and criminal laws.
