Currently the 27th Amendment mandates that pay for Congress cannot go into effect until the next period. My proposal shall amend this to allow Congress to be able to immediately LOWER their pay at any time up to 100%, and to then be able to immediately legislate their pay back to no more than the previous level.
Congress needs the ability to hold itself accountable for fulfilling its duties and responsibilities including the passage of budgets, and this can be one method of holding itself accountable.
