It is the Right for any Human to have reasonable and safe housing. However, Not all require this housing, and choose the be "homeless" or a gyrovague, one who travels.
It should not be required to have a permanent address, just to have a PERMANENT IDENTIFICATION CARD.
One that never expires, only needs to be updated once every five years.
No territitory shall have the right to imprison or fine any citizen for being homeless. Trespassing laws notwithstanding, many states have laws making homelessness illegal. It is no GOVERNMENTS right to mandate we have an domicile or address.
However, for Homeland security, we allow for required ID.
