Pass legislation creating a universal standard of training and certification for service animals.

The Americans with Disabilities Act deals with the civil rights of disabled Americans. Anytime someone illegally passes their untrained dog as a service dog, they not only are breaking federal law (that is almost impossible to enforce), but also are violating the civil rights of disabled citizens, especially children and the men and women who sacrificed their physical and mental well being in defense of this nation.
It takes between 18-24 months to train a service dog, and approximately $25,000. Every time someone passes an untrained dog off as a service animal, it not only creates a bad image in the public’s eye regarding service animals, but it invalidates the thousands upon thousands of hours and the tens of thousands of dollars invested in training legitimate service dogs.
