Pass legislation detailing under what conditions a police shooting is justified

We need to protect our citizens and our police by passing legislation that describes what conditions are necessary for a police shooting to be justified. There are currently no federal laws clarifying under what conditions police can shoot at someone on US soil. Police often claim that their officers acted within department policy, but there usually seems to be controversy about whether a shooting was justified. Passing legislation will protect our police officers by clarifying for them what conditions they need before pulling the trigger, it will reduce their liability on the job by leaving less ambiguity and it will protect citizens by clarifying for them what they could do to create a situation where they could be legally killed.
