In order to provide congressional leadership that reflects the will of the people not the will of political parties, and to encourage greater participation of the electorate, and minimize congressional gridlock resulting from "political kingdom building", congressional representatives in the House of Representatives and Senate should be elected for a maximum of eight (8) years.
