Impose a tax that equals the exact amount that a worker that loses their job to an offshore resource. Self fund the unemployment by making any Corporation that conducts business in the US to pay the employees full unemployment separate from current method of funding unemployment. Make it unprofitable to ship jobs offshore to eliminate US jobs by using cheaper labor.
