Pass legislation that requires any pay increases for Congress be approved by a national referendum.

The House of Representitives and the Senate currently have the autonomy to increase their own salaries with total disregard for their actual job performance, public perception of the their accomplishments, or tax payer displeasure with their ability to initiate their own pay increases. It is certain that there are NO members of Congress who will take the initiative on their own to propose such legislation and perhaps a petion may increase pressure to implement a bill for this measure.
