Under an employment law analysis, Congressman are independent contractors. Independent contractors do not receive health care benefits or pensions from their employers. Independent contractors may not unilaterally raise their salaries. The President shall introduce legislation to make these changes in the law and force Congressmen to provide their own health insurance, as every other citizen does. The law shall remove any pension benefits from Congressman. The law shall remove Congress's power to raise their own salary unless they give an equal and corresponding raise to citizen's receiving social security and other monetary benefits.
