This legislation would punish law enforcement officers who shoot unarmed surrendered citizens with a felony offense. We ask the United States government to protect its citizens against this form of domestic terrorism so that all citizens may fully enjoy the opportunity of life, liberty and the pursuit of happiness without the ever present threat of violence. Additionally, this legislation would reduce the ability of local, state or federal law enforcement agencies roles in an investigation and would place the investigation automatically into the hands of the U.S. Justice Department and the U.S. Attorney General. If an officer's weapon is discharged and the result injures or murders a U.S. citizen, the U.S. Department of Justice automatically investigates this occurrence.
