A line item veto amendment to the US constitution would streamline the crafting of laws by allowing provisions for modification or repeal of part of a law, allow for an itemized budget in spending bills, and allowance for the execution of part of a bill while the contested part is sent back for further debate and resolution.
A line item veto would make the Congress demonstrate transparency and efficiency as spending could no longer be hidden inside another bill and new business practices such as accounting, computer programming and auditing may be transferred more easily to budget spending bill preparation.
