Pass Mandatory PAID Maternity and Paternity Leave along with Trained Legal At-home Childcare Help

With only 13 births per 1000 people in the US (http://www.cdc.gov/nchs/births.htm), the birth rate is rapidly declining. As a parent, there are two factors that I feel are the primary contributors to this issue:
1) Lack of Mandatory Paid Maternity and Paternity Leave - Canada and most European countries mandate paid leave and as a result have seen their birth rate increase (http://www.coe.int/t/dghl/standardsetting/equality/03themes/women-decisi...(2004)14final_en.pdf)
2) Lack of trained paid legal child-care workers for at home help - There is no formal training for nannies and au pairs, and day care facilities do not provide extended hours for parents who work longer than 9-5 hours and/or travel for work.
Need: PAID leave for parents and New Childcare Help Workforce
