ABDERA- Americans for a By-District Electoral Reform Amendment
Presidential races are far too close to use a winner-takes-all approach; one could also posit that individual votes have little-to-no meaning anymore. In order to properly reform (not remove) the Electoral College, I propose an Amendment to the US Constitution to bridge the gap that separates the popular vote from the electoral vote.
The proposal:
1. Each Congressional District, already worth one (1) vote, retains its vote value.
2. Instead of a state becoming a Red/Blue/Other-voting state, based off of a winner-takes-all approach, each Congressional District reports their vote independently to the proper authorities while adhering to State and/or Local laws.
3. The candidate with the majority of Electoral votes wins.
