Ban news stations and media outlets from showing the shooters' names and faces. They may still talk about motive and descriptions like 'he was a 20-year-old-white-male', but aren't allowed to publicize who it is specifically.
The public has no need to know who it was, they just want to know why, especially if deceased or caught. It doesn't change anything for the public to know a specific name, and the local authorities can tell victims' families anything that they need or want to know.
Banning the names and faces from the general public would stop the attackers from becoming 'famous' and might contribute to helping stop these tragedies.
