To prevent gun violence, pass a gun control law containing the following elements:
Ban assault rifles.
Require gun owners to individually register each gun, its serial number, and its rifling characteristics.
Require gun permit applicants to pass marksmanship and gun safety tests, as well as a full background check.
Make it a felony to possess a gun while intoxicated or under the influence of drugs.
Require gun permit applicants to describe the intended use for their gun.
Require all gun owners to have liability insurance.
Hold gun owners responsible for any crime committed with their gun, regardless of who had it at the time.
Hold gun manufacturers civilly liable for damages arising from gun crime.
Allow a grace period for compliance, but do not grandfather any existing guns.
