Pass these laws regarding rape.

These laws are to apply to all states, commonwealths and territories.
Make death penalty mandatory for a police officer who rapes and murders a victim. Since so few states have the death penalty and an officer of the law has violated the public’s trust & the Federal Government is to prosecute.
If the defense lawyer of a rapist chooses to bring a victims past into court so may the accused’s past be brought into court. The only thing of importance is consent, not the victims past or morals.
Many rape kits sit unprocessed. This delays and denies a victim justice. The statute of limitations does not start until said kits are processed. If possible and the victim so desires they may pay for processing their kits.
