Patent the US Navy's technology of turning seawater into fuel on behalf of the citizens of the US. Increase funding of the technology making it for domestic use for autos, etc. Manufacture the fuel and sell it, with all proceeds going to pay for universal healthcare, education for all, cradle to grave benefits for all Americans.
