Pay adult Volunteers to work in non-religious Non-Profit Organizations 501(c) as part of a Jobs Program

Though there are few new jobs being created in the private sector, there are many volunteer opportunities in Non-Profits. The positions are already there, they do not need to be created. Putting people to work in these non-profits can benefit the community, individuals and the environment.

This program would be particularly for adults who are unemployed and not receiving Unemployment Compensation or Social Security Benefits.

The pay would be based on Federal, or State minimum wage
(Whichever is higher) or more. It could be administered by State employment agencies.

It could help prevent homelessness, and crime recidivism, when it costs 30,000 a year to incarcerate

It could be paid for by a tax on corporations who have outsourced jobs, or combination of general State/Federal Funds
