American Citizens fund the Federal Government via tax payments, therefore all moneys controlled by the Federal Government belong to the American Taxpayers.
Congress must be presented with a Bill which will demand that all Federal programs aiding or supporting American Citizens, including but not limited to Medicare be fully funded before a single American tax dollar is sent as foreign aid.
