Allow unlimited H1B visas for STEM jobs if and only if the company pays a tax equal to 50% of the visa holders total compensation. The company may choose instead to pay the tax directly to any college or university for use as grants (not loans) for tuition, housing, and food. Only state sponsored college or university may participate. That means: If the school is tax payer funded and has two rates: "in-state" and "out-of-state" tuition they qualify for this program. Not private, or for-profit, or not-for-profit colleges qualify, ie: Harvard, Phoenix, DeVry.
Reason: An H1B visa is granted when a company cannot find a qualified candidate. This petition addresses that need by paying for the education of legal us residents who will eventually have that qualification.
