In the event that Congress fails to pass legislation authorizing the payment of salaries for government employees or contracted workers, the salaries of senators and house representatives will be paid only by one of the following methods;
1. Visa Pre-paid Debit Card having the same account restrictions as current SNAP or EBT cards.
2. Paper Check delivered by USPS to the representatives home state residence, with signature confirmation required.
3. Official United States coinage delivered to the representatives congressional office.
