Starting in first grade an account would be set up with the federal government and each grade period money would be deposited in the following fashion. Each student would receive a certain amount for every A, 3/4 as much for every B and 1/2 as much for every C. Every D would have 1/4th of the A amount subtracted and every F would have 1/2 subtracted. This would continue through college and would allow any student with good grades to go to college.
