Let's solve two problems with one law: Create a monthly payment program (i.e. $100-200 per person) that an undocumented immigrant can pay towards earning citizenship. The funds raised will be applied to the national debt.
For 5 years, an applicant must make regular payments and as long as they are current in their payments, they will not be susceptible to deportation given they do not commit any major crimes. Once the 5 years are up, they will be given temporary resident status for 3 additional years which will be revoked if they do not maintain payments. At the end of this cycle, they will be granted citizenship.
The funds raised by the more than 51 million undocumented immigrants will be applied to the national debt prove who the quality immigrants are.
