This is a proposal to reform the IRS collection process in a minor but significant way. Why not have the IRS enter your name (tax ID) in a federal lottery every time you pay your taxes on time. The premise is simple; use the carrot approach instead of the stick. The IRS spends over $10 Billion dollars each year trying to collect taxes owed the federal govt. Why not randomly select winners from the pool of tax payers & give the law abiding-taxpaying citizens, a real incentive to pay their taxes. If this increases the voluntary filings by even 5%, not only would this bring the federal coffers back into the black, but the program would more than pay for itself.
