Pay teenagers to read books.

A diverse list of instructive books can be the subject of a comprehension test administered frequently to teenagers at various locations across the United States. Thus Americans will be paid to think. The Plan would instruct our citizens and put people to work. One way to make this is a viable system: allow an individual to take the test only two times a year and not again after passing.
