Create citizens/retired legislators task force (much like Simpson/Bowles) to study and present plans to President and the public for the funding and enactment of a 15 year, nationwide, comprehensive Infrastructure modernization plan and budget.
The plan is then enacted in the following manner: Congress will not receive any Congressional salary(s) until these projects have been legislated, funded and initiated in their entirety.
Congress "Go's" or they don't get paid! No GO - No Pay!
