Change the War Powers Act for any future conflicts and to financially protect military families involved in such conflicts.
The changes proposed are:
1) Any conflict involving U.S. military ground forces would require an implementation of a 10% sales tax on all retail sales (excluding services, food, medicine, housing and clothing);
2) All Representatives, Senators and the Vice President would be required to pay a $5000 per year income tax surcharge (non-prorated) where such monies would be dedicated to pay for injured military personnel and funeral expenses. The President would pay $10000 per year (nonprorated);
3) If the conflict lasts for 12 months, Congress must convene and declare war or cut off funding for the conflict;
4)The sales tax expires 90 days after ground forces return.
