Pay/Settle payment to BYA Afghanistan so that it could also pay Filipino OFW's pending salaries for Jan-March 2012

I beg Mr President to look into the matter of USACE's contract with BYA Afghanistan. Please pay the unsettled contract so that BYA Afghanistan could pay the salaries of its Filipino employees for the months of January to March 2012. Until now, according to BYA Afghanistan, the case is still going on with USACE. BYA has promised its Filipino employees to pay their salaries when USACE pays them.
