Peacefully allow those whom are drafted into war to express their right of conscientious objection without punishment or community service, as they are given the choice of refusal, and aren't disobeying the government. When people are sentenced to jail/prison time or community service, it means that they are being punished for not doing what the government wanted even though it wasn't a crime.
