States who wish to secede to be granted their wish, provided:
1. For a period of no less than 25 years, they will receive no Foreign Aid or assistance from the government of the United States.
2. They enact and enforce proper immigration controls to prevent their citizens from entering the United States illegally.
3. Entry into the United States will require a properly issued visa. Those wishing to seek employment in the United States will need to obtain proper work visas and documentation.
4. Monies received from the US government within the last four years will be considered a debt to the US government.
5. No petition for reinstatement as a territory of the United States for a minimum of 25 years.
6. Any additional requirements as deemed necessary and appropriate.
