I hereby ask that all Federal funding allocated to the States currently asking for a formal withdrawal from the Federal Union be audited and scrutinized by a nonpartisan body in a formal Congressional Hearing. All Federal funds being appropriated to state wildlife programs by these state governments, namely funding being used to support hunting and fishing licensing and permit arrangements as well as game landowner programs, shall summarily be reapportioned to an educational program centered upon a review of the United States Civil War, 1861-1865.
Until all individuals who hold a hunting and/or fishing license, or are privy to a game landowner program, can pass a test predicated on testing factors which led to the United States Civil War, no further Federal funding will be granted.
