To peacefully grant the area known as the State of Texas back to Mexico, or to split it between Spain and France.

Many Texans wish to secede from the United States, but chances of Texas being able to survived as its own republic are slim and their potential failure to thrive would put our national security at risk. Therefore, I propose that we offer Texas back to the Mexican government against whom they revolted in the 1830s.
