As the founding fathers of the United States of America made clear in the Declaration of Independence in 1776:
"...Governments are instituted among Men, deriving their just powers from the consent of the governed, that whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or abolish it, and institute new Government..."
Where it is clear that the interest and well being of the citizens of Indianapolis (Marion Co.) are hindered and threatened by the contrary interest of the surrounding populace and that populace is a drain on the economy, education and health of the citizens of Indianapolis, the citizens of Indianapolis seek to break the bonds with that surrounding populace and seek to retain their United States citizenship.
