Peacefully grant the State of California to withdraw from the United States of America and create its own NEW government

Peacefully grant the State of California to withdraw from the union of the United States of America and create its own NEW government while allowing the NEW government to remain an ally of the United States of America and other states withdrawn from the union. We will use the United States Constitution and the Bill of Rights as the basis of the newly formed government.
