When the government becomes destructive the people have the right to to alter or to abolish it, and to institute a new government
It is the Rights of the people to take action and either alter it or abolish it. If abolished they are to institute, a new government.
But to do so would create a second civil war among the Union. Therefore The State Of Ohio would respectably ask that The United States Government Peacefully grant our withdraw from the United States of America and create our own NEW government
