Peacefully grant those who wish to succeed from the United States of America safe passage on a Seastead floating city.

Whereas a floating city shall be known as a Seastead.
Whereas a floating city shall be self governed.
Whereas dirt or some other super rare mineral shall be used as monies.
Whereas Kevin Costner is not allowed on said Seastead, because he secretly has gills, and will ruin said economy.
Whereas when in in the course of human events a group of people choose a leader through popular vote, and the losers really, really, want to whine about it.
A floating city shall be constructed and launched from Plymouth Rock, to float where God sees fit.
